System Operations Analyst (Full Time)

PAY RANGE: $67,050 - $100,600 (DOQ) CLOSING DATE: This position will close on August 4, 2014. LOCATION: Rapid City, SD PRIMARY FUNCTION: Responsible for management, planning, documentation, maintenance, and development of the Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS) and other System Operations electronic systems. REPORTING RELATIONSHIP: Manager, Operational Support ESSENTIAL JOB FUNCTIONS: Develops and maintains SCADA/EMS database and displays. Develops and maintains system interfaces and data exchange with external systems such as transmission and distribution outage management systems, geographical information systems, and real-time electronic mapping systems. Develops procedures, processes, and applications necessary to provide safe and secure operations systems that meet reliability regulatory standards. Works with other departments in designing, maintaining, and implementing secure and reliable electronic systems including procurement and specification of SCADA/EMS hardware, network infrastructure, and electronic security systems. Develops and maintains special EMS power system applications such as Automatic Generation Control, Contingency Analysis, State Estimator, Operator Training Simulator, and PSSE. Develops computer programs and customized programming scripts necessary for special applications. Analyzes and performs electrical studies for planned and emergency switching operations of the electric transmission system. Analyzes, plans, and implements software for new products and upgrades. Develops short- and long-term plans for routine and special applications for system improvements. Provides project management for new products and upgrade projects. Maintains necessary documentation on SCADA/EMS and associated systems. Provides appropriate training for application end users. Documents all necessary components of system processes, regulatory compliance efforts, and hardware/software. Implements and maintains integration between applications. Develops and maintains emergency response plans for primary and backup operations centers. ADDITIONAL RESPONSIBILITIES: Assists with budget preparation. Serves as knowledge resource for System Operators regarding application design and use. Provides “real-time” support for System Operators and Generation Dispatch and Power Marketing personnel. Performs other assignments as required. WORKING RELATIONSHIPS: Maintain effective working relationships with other SCADA/EMS support staff, Reliability Center Manager, System Operators, Operational Support Manager, Generation Dispatch and Power Marketing staff, and IT/Security staff. EXPERIENCE: Two or more years of electric utility operations experience preferred. Electrical engineering background with C programming is preferred. EDUCATION: High School diploma or equivalent required. Two-year degree in engineering/technology related to SCADA, EMS, industrial control systems, electrical power systems or equivalent experience required. KNOWLEDGE: Familiarity with electric utility operations. SKILLS/ABILITY/OTHER CHARACTERISTICS: Ability to exercise good judgment and make sound decisions. Excellent oral and written communication skills. Strong computer skills, including proficiency in Microsoft Office software applications. Ability to maintain proficiency with new systems and software as technology evolves. Excellent interpersonal communication skills with demonstrated strengths in tact and diplomacy. CERTIFICATIONS/CREDENTIALS: None required. SPECIAL REQUIREMENTS: Must be available for off-hours support and available to report to the Reliability Center within 20 minutes of contact.
